"In the widening international and domestic debate over Iraq, some insist that US or coalition military action against Iraq today would be unlawful unless once again explicitly authorized by the Security Council. As a matter of international law, this clearly is not the case. A renewed Security Council mandate may be useful or desirable, but it is not necessary."
